Digital Program Analyst / Associate - Procurement and Contract Management

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow-infrastructure with sustainability at its core. AIIB is looking for an analyst or associate who will be responsible for coordinating IT procurement process, performing contract management and driving the transparency and effectiveness of vendor payment management.

Responsibilities:
  • Work closely with Corporate Procurement Unit (CPU) and Digital Program Managers (DPM) in following up on procurement requests.
  • Monitorthe daily activities of IT purchasing and make sure all activities are in line with the Bank's procurement policy and processes.
  • Review contract documents and ensure the effective implementation of relevant contract provisions.
  • Manage contracts by maintaining contract data, monitoring contract amendments and extensions, and initiating timely contract renewal processes with DPMs.
  • Serve as a focalperson for master data management. Work with relevant functions (Corporate Procurement Unit, Controller's Office and the Budget team) to maintain and optimize the product category of IT services to better reflect and manage IT products and cost structure. Manage the creation, change and closure of purchase orders.
  • Review and track IT vendor payments, making sure all payments match with the contract and payment terms and are supported by sufficient documentation. Drive the transparency and compliance of vendor payments.
  • Facilitate the whole Individual Consultant recruitment process, working with DPMs.

Requirements:
  • Bachelor's degree in IT , computer science, statistics, financial engineering or equivalent fields. Advanced studies/Master's degree would be an advantage.
  • Minimum 2-5 years of relevant IT procurement experience.
  • Analytical and a problem solver with a sound knowledge of procurement principles and procedures, contract management and payment management.
  • Ability to gather and analyze data and work with figures; proficiency in relevant software or tools (Excel, PowerPoint, ERP etc.)
  • A team player with effective communication skills and cross-function collaboration experience.
  • Results oriented with an ability to multitask and prioritize duties.
  • Fluency in oral and written English is a must.
