Markets Treasury (MT) Singapore is the hub for APAC and carries the responsibilities of managing all Treasury activities within Singapore and facilitating funding activities with affiliates, ensuring compliance with applicable regulatory requirements at all times. The primary responsibilities of the role include balance sheet optimization and enhancing the performance of the MT business in Asia alongside liquidity and funding and gapping management. The role also includes accountabilities to coordinate between Treasury and inter-affiliates businesses on matters pertaining to funds transfer pricing, asset liability management, and recovery and resolution planning. MT's mandate is to actively manage Citi's Balance Sheet capital and funding resources, as well as structural Balance Sheet interest rate and liquidity risks in support of our bank's strategy. Markets Treasury has the accountability for establishing a value-added integrated fixed income investment management strategy in line with the bank's balance sheet profile.

Responsibilities
  • Active balance sheet management and optimization including managing trading risk to enhance profitability of the desk
  • Perform micro and macro analysis for portfolio management strategies including rates and swaps trading strategies across G10 markets
  • Monitoring and optimizing all G10 currencies balances through basis opportunities
  • Optimize the bank's liquidity metrics and balance sheet within the limits and policy framework
  • Grow the Structured Financing / Repo book as part of balance sheet optimization, working closely with Structuring and Sales to enhance client offering and maximize returns on balance sheet while taking into consideration RWA / ROI hurdles
  • Work in close partnership with control functions such as Legal, Compliance, Market and Credit Risk, Audit, Finance in order to ensure appropriate governance and control infrastructure


Regulatory & Compliance
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
  • Compliance with local statutory regulations and global policies
  • Maintain a comprehensive Treasury risk management framework, including periodic reviews of various policies
  • Plan, scope and coordinate process and respond to audit or regulator requests, findings and reports regarding G10 MT Singapore's performed activities
  • Responsible for impact analysis and implementation of any new regulatory requirements related to Markets Treasury.


Requirements
  • Excellent understanding of Treasury and broader Global Markets business- with knowledge of all relevant products including money market, fixed income, and derivatives instruments related to the G10 markets (including HQLA management) and balance sheet management techniques.
  • Advanced abilities in achieving results with a specific set of instruments
  • Ability to contribute to the strategic direction of G10 MT franchise in Singapore
  • Proficiency in VBA and Bloomberg a must with Python knowledge an added advantage
  • Advanced interpersonal and communication skills.
  • Advanced team, consensus and relationship building skills.
  • 6-10 years' experience in a related Treasury / Trading roles with Trading experience in interest rate instruments a plus
  • Required licensing and registrations as applicable
