The incumbent works with colleagues in business and technology groups to help shape, define, implement capabilities & govern that helps meet the business objectives in the context of an agreed target state architecture.

Overview of the Role

Solution Engineering & Architecture Head for Data Consent & Governance function will be responsible for Data, Consent & Governance strategy for global customer data management & operational management capabilities, data quality, data lineage, trusted sources management, supporting Personal Banking (PB APAC & EMEA).

An ideal candidate for this role will be a Senior Architect responsible for driving bank's Core Banking, Investments & Lending, Data Consent & Governance strategy for global customer data management and operational capabilities. This person will work with NAM, APAC & EMEA Wealth, Banking, Lending and Credit Cards lines of businesses and architecting with other regional and sector partners. The selected candidate will orchestrate a forward-looking technology plan to provide market-competitive (or differentiated as needed) capability at optimal speed and/or total cost of ownership.

Specifically, this role is expected to develop data & governance strategy aligned with Citi's vision, covering market insights, perform competitive assessments, understand, and inform business and technology strategy, document the reference architecture, and maintain a roadmap of capability that align with Business drivers and investments. This is a Leader of Leaders role and the person joining this role will manage multiple teams through other managers. This role and function will be an integral member of the technical & functional leadership team

A deep understanding of big data, data lineage, data quality, authorized data sources management, data consent and governance, data management, customer DNA, and lifecycle, data linkages and metadata management, data catalog management, PII and data security considerations, managing data at scale, data transformation, data tokenization, anonymization, masking, redaction are crucial for the success of this role.

In partnership with regional and enterprise architecture leaders the role will require reviewing existing global & regional data landscape, identify gaps based on current challenges, industry trends and future technology development to provide an overarching architecture for data with inroads to AI/ML, Federated Learning, Deep Learning, and cloud adoption challenges related to regulatory data protection requirements and standards & governance.

In partnership with regional and enterprise architecture leaders the role will require reviewing existing regional data landscape, Govern and identify opportunities, gaps risk based on current state, industry trends and future technology development to provide an overarching architecture & guidance for pushing the boundaries in data services, lineage, data quality, data governance framework delivering to our internal and external clients, new and innovative services, and products.

The role requires expertise at evaluating and identifying appropriate technology platform, tools, processes, and alternatives for delivering the company's services and determining the right mix of internally built and externally procured systems and demonstrating how these solutions can be seamlessly integrated into the Citi ecosystem and meeting the organizations compliance and regulatory policies and standards.

This role reports to the Head of Engineering and Architecture, Asia and EMEA PBWMT.

Primary Responsibilities:

  • Maintain and apply a broad and current industry perspective on technology trends/opportunities, alternate solution providers and ranking, leading practices, and our position/capability/performance relative to direct competitors and parallel industries/organizations. Ensure technology roadmaps are developed within the context of expected market developments and the opportunities/threats they present
  • Demonstrate technology thought leadership, foster productive business relationships, and build strong sponsorship of our technology architecture and roadmap. Understand and influence business strategy, ensuring it's informed by current and emerging technology capability and supported by our architecture and roadmap
  • Maintain domain Level comprehensive technology roadmaps encompassing application and related infrastructure services that are consistent with the reference architecture and phased in accordance with business priorities, investment, and risk appetite and regulatory, risk and compliance requirements
  • Partner with global process owners, program/project teams and functional groups (Risk, Finance, Technology, Operations, Program Management Office (PMO), to deliver objectives in compliance with Citi policies and standards.
  • Provide architectural leadership for technology solutions for data architectures, data warehouse, real time data streaming, operational data services and cloud infrastructure initiatives.
  • Review & provide Architectural Design considerations and recommendation for developing high volume data ingestion components and ETL solutions to collect data from various internal and external sources
  • Recommend data governance processes, security standards, and models that will provide architectural guidelines to support the development initiatives
  • Ensures data quality and controls are in place to support of data warehouse processes & reporting
  • Provide recommendations of tools & technologies for the cloud and on-prem data warehouse covering various aspects such as metadata, data lineage, authorized data source management, catalogs, privacy enhancements and encryptions, data quality and cleansing, query/reporting tools, data mining, etc.
  • Provide domain leadership within regional architecture forums (ARB), ensuring the reference architecture and roadmap for data governance are informed by practical requirements and that design decisions remain consistent with the architecture and roadmap; ensure appropriate governance of exceptions and stringent follow-up to ensure all conditions of approval are met within the committed timeframe
  • Manage and drive the data consent for region aligned with global architectural principles, standards, policies, and procedures defined regional / global / country compliance and regulations
  • Manage regional architecture forum, driving architectural principles and adherence, standards, policies, and procedures aligned with EAC strategies.
  • Foster a strong global & regionally aligned solution architect/design community with intimate knowledge of reference architecture and roadmap, and oversee a governance process that will ensure reference architecture and roadmaps remain relevant within regional context and central to individual investment and project decisions
  • Ensure early engagement of partner organizations (e.g. Citi Engineering) in the development of the reference architecture and roadmap. Ensure planned capability can be satisfied by partner organizations within the timeframe required. Assist in managing the consistency of partner organizations across regions
  • Develop talent in this domain and partner organizations such as engineering and delivery teams; develop a learning environment; demonstrate teamwork, respect and collaboration across the CTO function and other partner organizations, and foster a culture of innovation, commercial savvy, dependability, pragmatism, and excellence.
  • Ensure all regulatory, compliance and internal control requirements are met, while maintaining a measured view of risk affecting all areas of Engineering and Architecture responsibility and structured and visible plans for mitigation of this risk
  • Drive capability reuse with point of convergence as success measure adoption of real time streaming platform/Hadoop platform as well as Cloud-based SaaS/PaaS/IaaS offerings


Qualifications:
  • Bachelor's degree in Information Technology, Computer Science, or related field.
  • 15+ years in senior technology/engineering leadership roles within financial services or a related industry; specific experience in strategy development, enterprise and/or solution architecture and systems integration in a complex distributed environment employing a mix of modern and legacy technologies
  • Process reengineering and process mapping experience preferred, along with a proven track record of successfully leading complex and transformative projects.
  • Good understanding of data and data concepts including data standards, data quality and data models.
  • Comprehensive functional and technical knowledge within the assigned or related domain developed through practical experience in defining and delivering technology solutions within a global and diverse financial services environment
  • In-depth hands-on knowledge of integration and streaming platform, on-prem hosted platforms and cloud technologies (SaaS, PaaS and IaaS)
  • Strongly developed strategic, analytical and communication skills evidenced by experience in formulating strategic scenarios, evaluating trade-offs within a robust commercial framework, developing related financial models, and designing practical execution plans
  • Practical experience in architecture roles within a complex commercial environment including assisting in setting architectural principles, helping define the reference architecture, building technology roadmaps aligned with business plans and helping to institute governance to ensure alignment of investment to strategy/architecture
  • Ability to influence and negotiate with senior leaders (across functions); may communicate and negotiate with external parties
  • Strong interpersonal and communication skills; proven ability to engage and influence technology and business stakeholders at most levels within an organization on complex
  • technical and commercial concepts
  • Proven ability to assist in attracting, developing, engaging, and sustaining world-class engineering/technical talent; build collaborative higher performing teams and foster a culture of innovation and excellence
  • Role Specific Experience:
  • Experience in architecting, designing, leading and delivery of digital data platforms
  • Knowledge of and experience with Big Data technologies, Amazon Web Services (AWS), Teradata, HADOOP, NOSQL, Kafka, Apache Spark, Snowflake, Databricks, BI tools, Artificial Intelligence & Machine Learning Models leveraging H2O.ai, R, Anaconda, Python, SAS, Data stage, Talend, Ab-initio, Distributed Queries, Kudu, Hive, Parquet
  • Prior experience in leading and driving the architecture governance and data governance for an enterprise is a plus.
  • Experience in formulating and executing commercial arrangements for products and/or services
  • Broad financial expertise with knowledge of corporate affairs, financial and economic fundamentals, and business policies, products, processes, systems, and roles.
