We are currently seeking a high calibre professional to join our team as a Head of Data and Architecture Office, Singapore (DAO).

Role Purpose
HSBC Data & Architecture Office (DAO) promotes a data-driven culture across HSBC through our strategy of:
  • Protect: To protect our data we need robust policies for data management and enhanced governance e.g. data that is consumed from a trusted source, meets quality standards, and complies with regulatory obligations.
  • Connect: Move to a data-led culture through enhanced training including on the job opportunities. Our talent is the glue between protecting our data and unlocking value for our customers.
  • Unlock. Value is unlocked when we deliver on the opportunities our well-managed data presents e.g. improving customer / colleague experience, increasing revenue, commercialising our data, optimising capital, enhancing risk management or reducing costs.
The Head of DAO Singapore supports all three pillars of the strategy and is responsible for the Singapore, Malaysia and Indonesia cluster, with the added responsibility as the Regional lead for ESG data and BI.

o Defines and drives implementation and monitoring of the ASP data strategy across Singapore, Indonesia and Malaysia; a strategy that reflects Group data policies and frameworks, local business needs, and regulatory requirements
o Leads and supports business BI strategy to unlock value from data and drive the ESG agenda for ASP
o Lead and drive data literacy programs across Singapore, Malaysia and Indonesia cluster
o Host Executive Data Councils to bring together all the key data stakeholders that can influence the outcomes for data governance, quality, and data related project initiatives to support the data strategy and unlock business outcomes using data.
o Engage with Regulators for the development and delivery of the regulatory issues or emerging requirements relating to data
o Partners and collaborates with members of the management team including Chief Information Officer and Chief Operating Officer
o Responsible for identifying, delivering, and tracking data quality and data management benefits cross-function/business
o Responsible for adoption of group standards, policies and services
o Share best practice across Singapore, Malaysia and Indonesia and partner with peers in other ASP markets to drive data driven cultural change initiatives, enabling a data led business

Principal Accountabilities:

Responsible to effectively and efficiently oversee implementation of the Group standards for enterprise data in Singapore, Malaysia and Indonesia

This role will support COO to work with key stakeholders such as the business data leads, COOs, CIO and will be responsible for implementing and overseeing the execution of the approved Global data policies, data processes and data quality framework, building data quality into the culture of all GB/GF to improve the quality of data across the organization.

Act as a conduit between Asia markets and the central DAO team to champion the ESG and BI strategy and build a demand pipeline into the central delivery team. Working across the region and markets to identify, pilot and rollout BI analysis, visualisations and Metrics that unlock the value of data through storytelling.

The role will govern standard data operating procedures, data accountability policies, data quality standards, data privacy and ethical policies as well as understand how to combine different data sources within the organization with each other, converging current data activities with the group Data strategy.

The role will support ASP DAO to organize, engage and lead a team of data practitioners who have corporate-wide knowledge and experience, as well as a shared vision, roadmap and accountability for addressing the business requirements for effective business information management. This will be enabled through ASP DAO having functional responsibility for a 'top to bottom' data team covering Governance, Management, Architecture, Engineering and Analytics

As the Head of Data and Architecture Office, the role will be responsible to drive data and business architecture practices in alignment with Global data design principles. You will become a trusted advisor who effectively manages stakeholder's expectations and builds valuable working relationships focusing on transparency and collaboration.

Customers / Stakeholders

o Work with key business stakeholders (COO, CIO, Architecture, Data Leads, Finance, Operational Risk Stewards, Chief Control Officer, Head of Analytics, Data Privacy, Legal, Regional Data & Architecture Office) to implement Group Data Policies and Standards
o Provide oversight of data risk and control adoption for executive leadership in market and region
o Liaise with internal / external stakeholders including both local and Group regulatory bodies with respect Data Governance activities
o Working with Risk Steward to oversight data risk and define path to green activity and support internal audit activity
o Lead data-related Regulatory reviews and engage with Regulatory Compliance
o Identify and deliver on opportunities to add value through ESG and BI collaboration

o Work with delivery partners to mobilize implementation programs needed to delivery core functionaly (process, people, and technology) across the organization

o Ensure that initiative objectives are clearly understood and mutually agreed by the stakeholders.
o Proactively manage stakeholder's expectations with clarity on roles and responsibilities

Controls and Management of Risk

All staff are responsible for ensuring the effectiveness of the controls that are in place to manage the risks in the processes and activities that they undertake in their day to day role.

o Responsible for overseeing and ensuring that risk standards are in accordance with the Group Standards Manual (GSM) and appropriate Function Instructional Manuals (FIMs)
o Review and implement robust local risk policies Business Instruction Manuals (BIMs)
o Implement Group Data Strategy to reduce the operational risk of the firm
o Maintain and manage same data across multiple systems - this currently causes inconsistent information and increases operational risk. The data strategy will eliminate redundant systems and create a single authoritative source of information reducing the data inconsistencies and operational risk
o Ensure employees apply compliance, operation risk controls in accordance with HSBC or regulatory standards and policies

Chapter/Sub-Chapter Knowledge

The Data Management chapter provides thought leadership and execution in Data Governance, Data Privacy, Data Quality and Information Lifecycle Management and Record Keeping. The Chapter contributes to the design and development of appropriate control processes and tools to manage Data Risk, educates in their purpose and application and implements and operates these controls on behalf of Businesses, Functions and Regions.

Data Management Leadership is the ability of an individual (or a group of individuals) to influence and guide a team, either directly or indirectly. They empower their team to be at their best. In Data Management, leaders are experts in data management that are accountable for (one or more of) control design, implementation and operation of controls and thought leadership through advisory services. They define their team's vision, ensuring clarity on roles and responsibilities, whilst collaborating with all teams across HSBC.

The BI & Visualisation chapter builds easy-to-consume visualisations and dashboards. The Chapter contributes to deliver accurate business intelligence (BI) to support strategic decision making across HSBC. This includes building visualisations and metrics, visualisation mock-ups and designs, perform basic data aggregations, deliver BI and reporting solutions by using tools such as Qlik, Tableau, PowerBI and Looker.

BI & Visualisation Leadership is the ability of an individual (or a group of individuals) to deliver visualisations that make data easy to consume and interpret for end users via the application of Business Intelligence tools. They define their team's vision, ensuring clarity on roles and responsibilities, whilst collaborating with all teams across HSBC.

Requirements

Knowledge & Experience / Qualifications
  • Experience running data management programs at a large financial services institution
  • Knowledge of data management practices
  • Demonstrated knowledge of Financial Services business processes and resultant information needs: client, risk / regulatory / finance, etc
  • Active industry knowledge of the current state of data management trends
  • Active in the wider industry with strong contacts and connections in both academia and commerce; an industry 'voice' within the ESG, Data, Analytics and insight space
  • Track record of developing successful Analytics functions delivering actionable insight using Business Intelligence and visualization tooling
  • Track-record of developing and implementing strategy for growing evolving a new capability
  • Track-record of leading multi-disciplined teams to deliver exceptional customer service and value
  • Project/Programme Management skills (project planning and tracking; Issue identification and management; project status reporting)
  • Demonstrated knowledge of data structure, data systems/tools and related software and data management policies and practices in a complex organizational environment
  • Proven record of making sound judgments, effective leadership, including the ability to balance team and individual responsibilities; building teams and consensus; getting things done through others not directly under his/her supervision; and working ethically and with integrity
  • Proven record of effective management, including planning and decision-making, identifying priorities and bringing projects to successful completion in a timely manner; and maintaining a focus on high standards and quality
  • Strong interpersonal skills - ability to work across organizations at all levels
  • Strong influencing and negotiating skills
  • Strong written communications skills - ability to clearly document the current state and recommendations
