The Role Responsibilities
This is a role within the Conduct, Financial Crime and Compliance (CFCC) Framework and Policies team. Responsible for implementing the Policy and Coverage target end-state, and ensuring consistency in approach, design, and overall pipeline for CFCC policies.
The core purpose of the role will be to
  • Facilitate the re-design and transformation of the CFCC Policy and Standards portfolio to enable highest standards of compliance, and client connectivity.
  • Implement the Policy and Coverage target-end state, working closely with CFCC Policy Owners and Head, Regulatory Change Team.
  • Establish the end-to-end approach to CFCC policies including engagement protocols with Policy and Standard Owners in CFCC, and ERMF team.
  • Fortify regulatory conduct and sustainability considerations in Policies and Standards, enabling local decision making and empowering first line, with greater stakeholder trust as a source of competitive advantage.
  • Enable holistic risk management supporting implementation of stronger, rationalised controls, across different risk-areas by driving greater first-line ownership.
  • Contribute to overall policy and standard upliftment for non-financial risks.
  • The role will need to drive the simplification and delivery agenda as under the responsibilities of the Executive Director, CFCC Policy. This includes supporting and contributing to the transformation agenda in CFCC and across our three lines of defence as needed in agile initiatives with the aim of driving value across our Businesses, Functions, Regions and Countries.
  • Approach to discharge of accountabilities and responsibilities must be aligned to the transformation of the CFCC function and second line of defence as being taken forwards in the Risk & CFCC Productivity Programme. This role is expected to champion nWOW ("new Ways of Working") through effective agile advocacy, leadership and delivery.
Strategy
  • Simplify the operating model CFCC Policies and Standards through the implementation of the Policy and Coverage target state.
  • Embed, as appropriate, relevant regulatory and industry practices in elements of the framework.
  • Drive linkage of CFCC Policies and Standards to regulations, regulatory expectations, and regulatory commitments.
  • Contribute to the development of the Group's strategic plans and alignment with risk appetite.
  • Contribute to the development of the function's vision and purpose.
Business
  • Drive consistency and best practices across CFCC-owned policies & standards. This would include establishing a consistent set of CFCC Policy related processes across CFCC Policy and Standard Owners.
  • Work closely with the CFCC Frameworks team and contribute to the development of the CFCC Risk Type Frameworks under which all CFCC policies will sit.
  • Optimise stakeholder experiences through more efficient CFCC Policies and Standards pipeline processes and consistent delivery of Policy management advice.
  • Facilitate business enablement through effective Policies and Standards, so that good conduct and compliance become a strategic advantage.
  • Responsibility does not extend to the management of stakeholders or day to day engagement with the Businesses. That responsibility sits with the relevant CCO.
Processes
  • Collaborate with Policy Owners to provide oversight on policy effectiveness and enable more effective and efficient cascade of CFCC policies and standards to Country CFCC and 1LoD.
  • Provide oversight on CFCC Policy Owner compliance with Framework and Policy Governance Standards.
  • Maintain a consolidated view of CFCC policies and standards pipelines i.e., renewal, consultation and implementation pipelines.
  • Single point of Contact for ERM and 1LoD in respect of CFCC Policy and Standard pipelines. This will include taking on the role of 'traffic warden' to smoothen pipeline processes.
  • Manage annual Policy Effectiveness Review for CFCC policies.
  • Provide oversight and challenge on the implementation of Policy and Coverage target state.
  • Provide direction to offshore Framework and Policy team in Bangalore to drive more efficient support to CFCC Policy team and CFCC Policy/Standard Owners.
  • Responsibility does not extend to the creation or administration of IT systems or data bases required for Processes as a systems business owner. That responsibility sits with the COO, Risk & CFCC.
MI & Performance Management
  • Collaborate with Policy Owners to define MI required to enable discharge of Policy Owner responsibilities, including propose relevant MI to Policy Owners to enable monitoring of Policy and Standard effectiveness.
  • Drive discipline and rigour on the use of MI to monitor Policy and Standard effectiveness, including review relevant MI and act as necessary to discharge responsibilities.
  • Prepare analysis reports as required.
  • Responsibility does not extend to the creation of management information, dashboards or reporting for CFCC Policies.
People and Talent

  • Provide on-going training and development, as appropriate, to ensure that offshore team members are competent, suitably skilled and qualified for their roles.
Risk Management
  • Act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated to management and through the relevant committees, including escalate material gaps in CFCC Policies and Standards to the Policy Council as appropriate.
  • Ensure the proactive and timely dissemination of policy best practices and associated risks to CFCC Policy and Standards Owners.
  • Proactively, and collaboratively engage with the Regulatory Change Team to drive linkage from regulations, regulatory commitments and regulatory expectation to CFCC Policies and Standards.
  • Collaborate with Policy and Standard Owners to update/escalate to the CFCC Policy Council on material changes and positions taken in CFCC-owned Policies, including issues relating to regulatory interpretation and Group risk appetite.

  • 10+ years of experience in Policy and compliance governance role
