Overview of the team

The Enterprise Project Management Office (EPMO) governs the Technology Portfolio of Programmes and Projects and ensures they deliver the value to the business approved by Senior Management Committee (SMC Tech) under the multi-year Board approved strategy and budget.

The team operates by shaping efficient ways of working, increasing effective engagements across Business and Technology, governing project business cases, balancing rapid progress with quality delivery, ensuring the realization of project business benefits and value, providing assurance to quality and policy compliance, guidance and forging strong working relationships of collaboration and excellent stakeholder management capabilities across Temasek Business and Technology.

The team operates with the mandate to protect Temasek's financial investment and ensure that Temasek Tech Portfolio of Programmes and Projects deliver the agreed business outcomes and value within the approved budget. The team also ensures that stakeholder communications are managed, and the required project governance standards are maintained to avoid audit issues.

Roles & Responsibilities
  • Support in the creation, management and continuous improvement of Project Management standards, processes, and Key Performance Indicators (KPIs) to comply with Temasek Project Management approved playbook and policy compliance under T-Tech
  • Support the Enterprise PMO lead in driving the implementation of the new governance model for all the Projects including providing advisory on project management, revised frameworks and tools advocated by the Enterprise PMO working across project governance methodologies
  • Drive operational excellence by increasing effective engagements with the business and tech team across all workstream verticals to identify potential issues such as delays in timeline and cross project dependencies for Digital Tech projects
  • Provide a comprehensive view and report on project Issues, Risks and Dependencies and project interdependencies by tracking and monitoring, through use of risk management frameworks, within and across projects to escalate risks and issues in a timely manner for actions and decisions
  • Oversee and perform quality assurance of deliverables and milestones to facilitate adherence to organisation standards and processes for Digital Tech projects
  • Attend and manage governance forums by preparing invites, decks, circulation of minutes and follow up on action items in a timely manner
  • Uplift, oversee and drive adoption of value management framework by facilitating tracking of tangible business outcomes and ROI for Tech projects
  • Provide appropriate platform tools, templates and advise to project teams to facilitate value reporting in a timely manner, in adherence to organisation standards and processes
  • Provide advisory and draft change management and comms related materials for independent projects, aligning with Temasek guidelines
  • Conduct impact analysis, assess change readiness, and identify key stakeholders that may be impacted due to introduction of new technologies and ways of working
  • Manage, plan, and facilitate team building related activities to strengthen team spirit
  • Perform any additional administrative activities if required
  • Performance success metrics will include ability to deliver projects on time, within budget and to the satisfaction of stakeholders as well as process efficiency and number and severity of risk / issues that arise
Skills and Qualifications Required
  • 8+ years of experience in managing large and complex Tech Projects and Programmes with detailed knowledge in Programme delivery, governance, value management and change management
  • Demonstrable track record of managing multiple projects to ensure successful delivery
  • Strategic, detail oriented and analytical, to be able to analyse situations and perform well in a dynamic environment
  • Experience and exposure to different project methodologies, value management and change management strategies
  • Must be a team player and able to work collaboratively with and through others
  • Experience with and knowledge of value management and change management principles and methodologies
  • Excellent communication (both written and verbal) and stakeholder management skills
  • Bachelor's Degree with PMP / Prince 2 / Scrum Master Certifications (preferable)
  • Knowledge of Project Management Tools such as ServiceNow, Confluence, JIRA, SharePoint, MS Project etc. (preferable) and expertise in data-driven tools and dashboards
  • Must be a team player and able to work collaboratively with and through others
