Role Responsibilities
Background

  • Operational Resilience enables the Group to prioritise the most important business services to its customers. It enables the product and segment CEOs to set impact tolerances thresholds for those services and ensures the operational assets which support those services are built, maintained, changed in BAU with resilient service in mind and can continue to provide those services during crisis.
  • A key aspect of Operational Resilience is managing our IT Resilience agenda. IT Resilience's primary objective is to ensure the group's ability to maintain acceptable levels of service, when disruptions occur and/or reinstate normal operations when disruption or crisis is remediated. This applies to Technology functions not limited to IT Systems, key support locations and People.
Responsibilities
  • Drive Transition from Recovery/Continuity Management to Resilience & Availability
  • Facilitate Digitisation of Resilience & Recovery management across IT.
  • Be the expert, serve as the global point of contact for IT Resilience and provide support to the crisis management team as required.
  • Drive structured training and communications effort to ensure ongoing senior leader awareness and understanding of IT.
  • Engagement with Group Resilience, Group Operational Risk, TTO COO (SMR responsibility for Operational Resilience), Management Teams of SCB Businesses & Functions, SCB Country CEOs and Country Management Teams and GBS.
  • Lead on all change projects impacting IT Resilience.
  • Awareness and understanding of the wider business, economic and market environment in which the group operates.
  • Develop and drive resilience programmes to improve technology posture in support of the Group Operational Resilience agenda.
  • Manage the costs within budget.
  • Forge deep relationships with relevant stakeholders and understand their IT requirements. Where applicable factor into the strategic roadmap and provide solutions that adequately address their needs and solve issues and inefficiencies.
Drive required change across delivery and support functions to mature IT Resilience capabilities in line with key regulatory guidelines
  • Align with Technology continuity strategies.
  • Standardise Criticality Mapping across IT (including Security).
  • Align Service BC Mapping to true business priorities.
  • Facilitate Crisis Management alignment with MIM, CDC & CnC.
Develop and deploy IT Resilience Strategy to facilitate the ability to comply with the requirements of the business to test critical IT services end to end (in light of our top risks, vulnerability & threats)
  • Desktop Walkthrough on Continuity plans.
  • Integrated Resilience Testing of IT Capabilities in alignment with broader resilience testing.
  • Establish and support a program of annual testing of IT recovery plans and training & exercises.
  • Ensure gaps noted through testing and exercises are concluded in a timely fashion.
Policies, Standards and Processes
  • IT Resilience Management Standards Owner within the Bank.
  • Establish clear alignment across Technology in-line with Client Service Resilience Policy.
  • Integrate the adoption of resilience requirements into the Systems Delivery Framework & Solution Design.
Develop/Update the Resilience Policy, Continuity Management & Control framework (across MSF, ICS & SBI)
  • Drive the identification & evaluation of top threats and top risks.
  • Ensure proactive capabilities and plans to prevent realisation and.
  • Ensure appropriate plans [response, recovery & contingency] in place.
Risk & Governance
  • Support Audit requirements and Regulatory Compliance as it pertains to IT Resilience.
  • Identification & assessment: Ensure that the identification and assessment of operational risks are effectively done across the organization by correlating input from Audit Findings, Internal Loss Data Collection & Analysis, External Data Collection & Analysis, Risk Control Self Assessments, Business Process Mapping, KPIs & KRIs and Scenario Analysis.
  • Monitoring & Reporting: Implement a process to regularly monitor operational risk profiles and material exposure to losses and provide appropriate reporting mechanisms to the board, senior management and the business lines. Data capture and operational risk reporting should be continuously enhanced and provide a feedback loop to enhance risk management policies, procedures and practices.
  • Control & Mitigation improve the effectiveness of the Internal Controls programme by reviewing the control environment, risk assessment process, control activities, information and communication and monitoring activities. Assess operational risk response strategies. Validate risk transfer options.
  • Escalation of potential threats to Operational Resilience.
  • Responsible for the Design and provide governance reports as required.
Instil discipline driving comprehensive Resilience and Continuity Risk Governance
  • Controls monitoring, assessment and exception management.
  • Comprehensive risk assessment
  • Govern adherence and exceptions across IT.
  • Lead Technology Resilience assessments; resilient design, operational and service management processes; technical architecture, data resilience, testing and failover automation activities.
Business, Regulator and External Engagement
  • Drive Resilience horizon scanning activities of the regulatory and compliance landscape, to establish future developments and support transformation activities.
  • Accountable for assessment against Group or Country regulation impacting IT Resilience.
  • Participate in regulatory engagements with lead and other regulators.
  • Accountable for gap analysis of local regulations and communicate the impact.
  • Business as Usual point of contact for Reg Liaison team for IT Resilience matters.
  • Compliance with resilience regulations across footprint.
  • Represent IT Resilience at senior level governance forums.
  • Connect with industry forums for best practice.
Change Management
  • Lead and design the change management approach for operational assets.
  • Drive holistic service resilience approach across BCM, OCIR, Op Res, Response and Recovery, including leading proof of concepts to achieve strategic outcomes within resilience.
  • Act as Subject Matter Expert to influence and improve business understanding of IT Resilience requirements.
People and Talent
  • Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
  • Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
  • Build and lead a high performing global team to deliver objectives.
  • Mentor and develop individual team-members to achieve their personal career aspirations and make an ongoing contribution to SCB.
  • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.

Our Ideal Candidate
Skills & Knowledge

  • 10+ years of experience in resilience related field within Banking/Financial institutions
  • Subject matter expert of emerging Operational Resilience and IT Resilien ce regulations and best practice.
  • In-depth knowledge of Business and Functions and its supporting process and systems.
  • Strong knowledge of security / resilience frameworks, principles, architecture.
  • Strong risk management experience.
  • It is vital the role holder can efficiently navigate the risk and investment governance model and has credible authoritative banking experience in Business and Functions.
  • Strong interpersonal and stakeholder management skills, across various levels in the organization including senior leadership teams, in influencing key decisions taken in the Business and Functions.
  • Experience in Risk, Operations, Resilience, or Security in Banking and Financial services.
  • A related professional accreditation in Finance, Risk, Continuity, Security would be preferred.
  • Strong communication skills - oral, written and presentation.
  • Must be a self-starter who is able to initiate and successfully drive programs and projects to completion with little or no management supervision.
  • Strong analytical skills and ability to prioritise, make decisions, and work to tight timeframes.
  • Proven ability to lead highly complex, global activities through influence and credibility rather than command and control.
  • Ability to both assess strategic priorities and to focus on detailed aspects of a function to drive effective delivery.
  • Strong integrity, independence and resilience.
