Role Responsibilities:
  • Lead the Resourcing organization and partner with HR and Business senior stakeholders to diagnose organizational challenges and shape/tailor Resourcing solutions and enablers to critical people challenges.
  • Partnering with other Peers in team, provide thought leadership on Resourcing approaches and products, set the transformation agenda for the function, and enable execution. Deliver against monthly resourcing KPI's and provide timely solutions.
  • Provide oversight and set direction of Resourcing operating model and solution, including developing organisational capabilities, leading and implementing the right RPO solution including RFP/RFI process , delivering return on investment, delivering productivity and efficiency improvements across resourcing processes (drive LEAN) and manage the Resourcing budget for lateral hiring.
  • Introduce and embed tools and technology and measure return on investments. Problem solve for any challenges.
  • Deliver world class hiring manager and candidate experience to enable delivery of the bank's strategic priorities. Measure via qualitative surveys.
  • Ensure the right capacity and capability in the resourcing function for lateral hiring.
Leadership Capability
  • Responsible for leading lateral hiring for Resourcing including:
    • Understanding feedback from key stakeholders on current functional strengths and areas for improvement and provide direction and solutions. Understand business drivers and strategically advise senior stakeholders across a broad spectrum of Resourcing framework and solutions.
    • Lead 6-7 direct reports, and also any vendors including RPO's and ensure delivery against KPI's.
    • Providing guidance, coaching, mentoring and development to Resourcing Leadership Team members whilst role modelling nimble learning. Upskill recruiter capability where required.
    • Providing advisory, constructive challenge and thought leadership perspectives on a range of people and talent issues, opportunities, and challenges within the larger HR community
    • Key member of the Resourcing and Talent Deployment Team, contribute to setting strategic direction in this forum and visibly role modelling the valued behaviours to contribute to positive culture
  • Responsible for understanding and anticipating future industry trends and underlying team capabilities and infrastructure required to consistently execute on strategic plans set and adapted.
  • Accountable for managing risk and conduct within the function
  • Drive and embed technology to enable better efficiency and quality for resourcing delivery.
Functional Execution & Governance
  • Responsible for aligning Resourcing strategic priorities and initiatives with respective HR and Business priorities and change agendas, ensuring agile resourcing and team support.
  • Support the Global Head of Resourcing and Talent Deployment in setting strategic direction for the Resourcing Function
  • Act as Programme Sponsor for Resourcing investment programmes
  • Responsible for ensuring formal and non-formal mechanisms of cross HR COE collaboration and talent solution development.
  • Responsible for ensuring key processes across the value chain, from consulting, analysis, design, development/ curation, implementation/ delivery, and evaluation and reporting all conform to the highest standards of due diligence with a focus on client value add impact.
  • Accountable for ensuring Resourcing governance controls and standards are followed by all Resourcing teams and that breaches are reviewed with migration strategies put in place to ensure the integrity of the process universe.
  • Responsible for understanding the regulatory context and constraints the organization faces, their impact and how Resourcing can support the right conduct and culture through Resourcing infrastructure and solutions.
  • Responsible for determining the COE's commercially aligned Key Performance Indicators [financial and non-financial] and monitoring results against them regularly, whilst activating teams to deliver against them, even in challenging environments.
  • Along with peers in leadership team, responsible for strategic decision making and proposal recommendations for critical new infrastructure investment including technology platforms and tools and team skillsets.
  • Responsible for centrally managing lateral hiring resourcing budget (including vendors), and meeting any financial efficiency targets set by the organization.

To be successful in this role:
To be successful in this role, the selected candidate will need to be a change initiator, and have a strong understanding of Resourcing Operations, Strategy and Recruitment Channels eg Social Media.
The preferred candidate will need to be someone who can talk about their successes and articulate how they achieved them. We are looking for a strong leader who is empathetic, very analytical, with a key eye for detail.
Our Ideal Candidate:
This is an exciting opportunity for a Global Resourcing Leader to develop and lead the Resourcing strategy (for lateral hiring) for the Bank. This includes strategic workforce planning through to onboarding and will give the selected candidate the opportunity to align and enable the wider People and Business Strategy for the bank.
15+ years of experience in Human Resources Management.
Experience in senior Talent Acquisition leadership positions, Change Management focused roles, with a demonstrable track record of leading Resourcing Operations, Resourcing strategy from a project or line management perspective.
Social Media campaign experience within a Resourcing context will be great to have.
In addition our preferred candidate will hold the following skills:
  • Excellent understanding of various models and a view on what works best; RPO / Inhouse / Outsourcing etc - what's their view on 'the perfect model'.
  • The selected individual will have strong experience with managing operational and strategic Resourcing teams. Leadership within broader Human Resources roles currently/historically would be extremely beneficial.
  • Experience in managing Resourcing operations with a deep grasp of day-to-day operating issues is key to driving successful outcomes.
  • Strong leadership skills with the ability to manage cross-border, multi-functional teams.
  • Strong business acumen and the ability to priorities and manage an extensive and complex set of issues.
  • Proven experience in working effectively in a matrix organization.
  • Experience in coordinating and managing businesses across functional and geographic boundaries.
  • Teamwork and ability to work effectively with a management team and to support key business peers.
  • Results orientation, exceptional energy, and ambition to drive systems, technology, and process changes across geographies.
  • Strong intellect with superior analytical, problem solving and decision-making skills.
  • Strong communication skills - oral, written and presentation are essential.
