Position Purpose
  • Manage the Payroll & Regulatory Reporting team and be responsible for:
  • End-to-end payroll administration, tax compliance and regulatory reporting
  • Process improvement and risk management
  • Contribute to HR initiatives and projects
Direct Responsibilities
  • Manage the day to day operations performed by the HR Payroll & Regulatory Reporting team and ensure timely and accurate salary payment and statutory reporting in compliance with regulatory requirements. These include, but not limited to the following:
  • Manage and review data interfaced from source or provided by contributing stakeholders
  • Verify and validate data prepared by the team including payroll preparation, calculation of social contributions, funding requests, accounting entries, tax reporting, etc.
  • Review and validate monthly payroll reports with reconciliation and justification
  • Analyze and resolve payroll and statutory related matter
  • Ensure compliance with social security contribution and tax reporting/withholding requirement
  • Perform monthly reconciliation and control checks on all payroll-related accounts
  • Ensure proper information is provided to Finance for expense and statutory reporting
  • Participate in staff cost budget exercise and accrual/provision of staff expenses including the monitoring of accrual and payment of deferrals in accordance with relevant schemes rules
  • Managed statutory reporting and coordinate statutory surveys by regulators
  • Liaison with internal/external auditors and regulators when required
  • Ensure that the team's activities are tracked and analyzed for process improvement
  • Report on service standards and provide corrective actions (where applicable) to address issues
  • Ensure relevant HR systems are kept up to date
  • Ensure satisfactory audit reviews
  • Conduct regular review of statutory regulations and provide updates of new regulations
  • Ensure timely updates of the team's SOPs
  • Ensure the team is adequately trained and informed in order to meet the job requirements
  • Conduct regular reviews of the team operating model and identify areas of improvements / enhancements
  • Ensure that self and team personal development needs are met through appraisal, coaching, and development interventions
  • Set and communicate performance targets for the team to ensure alignment of the individual's objectives to the corporate objectives
  • Work closely with teams across the HR Department and identify areas of improvement relating to policies (where applicable), efficiency, customer service, and HR communication (including ad hoc communication on frequently raised issues) and make recommendations where necessary
  • Where applicable, manage vendor relationship, conduct regular performance reviews, ensuring all internal governance requirements are met and coordinate contract renewals
  • Share best practices with other HR teams in the region


Contributing Responsibilities
  • Make suggestions to Team Manager on improvement opportunities with regards to policy (where applicable), efficiency and customer service, e.g. ad hoc communication, process improvements, etc.
  • Contribute to the implementation of operational permanent control policies and procedures in day-to-day business activities per relevant control plans
  • Comply with regulatory requirements and internal guidelines
  • Participate in ad-hoc HR projects and other related assignments, including identifying and implementing process improvements
  • Competencies
  • Degree qualification at least 7 years of experience managing full spectrum of payroll processing activities
  • In-depth knowledge of employment legislations and tax regulations
  • Proficient in MS applications
  • Ability to multi-task and prioritize
  • Knowledge of payroll systems is preferred
  • Service and process oriented, organized and able to observe and operate within tight deadlines
  • Ability to work independently with minimum supervision
  • Meticulous and flair for numbers
